Proposed spreading out of TAG Security Co-chair terms

Hi TOC,

As discussed between the chairs and TAG Liaisons, we are proposing a shift in chair terms to create more spread out rotation of chairs. Currently, 2 of 3 of the chairs have term cycles ending on the same date. This makes onboarding of newer chairs and providing knowledge continuity more challenging.

The current terms are as follows:
  • Chair term: 6/3/2021 - 6/3/2023
  • Chair term: 6/3/2021 - 6/3/2023 (0 month gap)
  • Chair term: 3/17/2022 - 3/17/2024 (6 month gap)
The goal is to achieve an even spread between chair transitions, and the proposal is to do this slowly, by extending select chair terms.

Cycle 1 extension
  • Chair term: 6/3/2021 - 6/3/2023
  • Chair term: 6/3/2021 - 6/3/2023 9/3/2023 (3 month gap)
  • Chair term: 3/17/2022 - 3/17/2024 6/3/2024 (6 month gap)

Cycle 2 extension
  • Chair term: 6/3/2023 - 6/3/2025
  • Chair term: 9/3/2023 - 12/3/2025 (6 month gap)
  • Chair term: 6/3/2024 - 6/3/2026 (6 month gap)

I think this is an entirely reasonable proposal to ensure there is support for new co-chairs in ramping up without overburdening a single co-chair to shoulder that responsibility while managing the group.

As the prospective single TAG-Security co-chair in this scenario, and in grateful recognition of the expended efforts my current co-chairs took to welcome and onboard me, I welcome this proposal.

There were internal discussions between chairs and technical leaders where I expressed I don't see the necessity for the term extension. Answer wasn't given internally as to how long the extensions detailed here would be before unilaterally opening this proposal. I find it discouraging that this was taken to the TOC unilaterally without first reaching consensus within the TAG. I also find the proposal troublesome as I fail to see a justification for a number reasons:

- There is extensive documentation detailing the role and responsibilities of a chair
- The chair transition process is well documented and understood
- The body of ongoing work is well documented in the issue tracker and project boards

A transfer of knowledge can still take place in the capacity of chair emeritus. The terms are long enough to plan transitions around. 

While I thank outgoing chairs for their commitment and dedication and the interest to continue carrying on the work, but extending the terms gatekeeps others from stepping up to serve as chairs. 

Among the large membership we have, there is a number of half-dozen qualified successors.
