Keycloak Incubation Proposal - Public Comment

Hi everyone.
Keycloak has applied for incubation. Erin Boyd is the TOC sponsor with myself helping out. Thanks everyone that helped with the review. I take this chance to thank Erin for her awesome work in the TOC!
