DRAFT CNCF Graduation Criteria

Here is a link to a draft proposal to enable graduation criteria, and set levels of seed, incubating, graduated, and attic. I've reviewed with Alexis and several other TOC members and would now like to get everyone's opinion. Also, Spencer of CockroachDB, who presented last week and would like to be considered for seed stage, was fine with it.
