Proposed SIGs, September 3rd agenda item

As we move forward on App Delivery, it's now time to review our other upcoming SIGs. 
https://github.com/cncf/toc/blob/master/sigs/proposed.md has a list (that will shortly not include App Delivery). 

Available SIGs:
- Traffic/Networking
- Observability
- Core and Applied Architectures 

Is there a group that wants to be added that isn't in this list? 
We'll ask on the September 3rd TOC call, so you have a few weeks.

Longhorn Project - SIG Storage Feedback

 I'd like to share the output of the SIG Storage process we followed for the project presentations we had from Sheng regarding the Longhorn project.

Following the presentation, a number of the tech leads also had a couple of followups with Sheng directly to get a better understanding of the project structure (e.g. testing processes, integration points etc...) and in general are happy to recommend the project for sandbox (following our call on Aug 14th).

The SIG has drafted a short survey/questionnaire to make sure we apply a consistent approach at collecting a common set of information during a project review.   This current questionnaire is geared towards a sandbox project review and should hold relevant information that the TOC will find useful when considering a project for sponsorship/review.   We also made sure the capture helpful IP Policy related info.

We've recently changed the TOC meeting structure:
1st Tuesday of the month is a public TOC meeting
2nd Tuesday is a closed TOC meeting
3rd Tuesday is project presentation.
Our notes are always on the TOC Working Doc.

I think I'm missing a little context -- I couldn't find anything in the toc repo or by searching on google referencing frequency and format of "TOC open meetings."
