The short answer is yes. But so far, just for the TOC-elected seats. A TOC Contributor did previously win a TOC-elected TOC seat. I would like to see a change in distribution who votes for the TOC

Short answer is yes and this path exists somewhat already, many CNCF members did end up nominating contributors, of the 30+ nominees many of them were already TOC Contributors. It was very competitive
