Maybe we can put the doc into GitHub and capture comments in there.
Geri - we had commenting turn on before and we had hundreds of comments so it was intended to provide a cleaner view of the document

The short answer is yes. But so far, just for the TOC-elected seats. A TOC Contributor did previously win a TOC-elected TOC seat.

Short answer is yes and this path exists somewhat already, many CNCF members did end up nominating contributors, of the 30+ nominees many of them were already TOC Contributors. It was very competitive
