I think Sandbox is important for building a vibrant ecosystem, if the community could provide an excellent open source infrastructure (such as CI) then having sandbox project functioning like Chris

There was a lot of discussion regarding the sandbox (especially with the k8s incubator dissolving https://github.com/cncf/toc/issues/95#issuecomment-376940995) but the idea is that there was a need
