If a big production user will provide a testimonial for DD purposes,
it is acceptable for them to request that it not be made public. If
so then the TOC (who vote) can see it to verify that the criterion of
production use is being met.

I was under the impression that only the public Adopter.md will be considered.
Are there any guidelines on when TOC will opt for a private DD? How to initiate such a request and are project maintainers involved in the process?

In terms of my private DD, I ran interviews with a few very large enterprise users to gauge their experience with the project. None of these users are willing to talk publicly. Though there were some issues raised (mainly around change velocity and getting things fixed upstream), none of them raised any flags for me at the incubation level.
Overall I think Contour meets the incubation bar and is a useful addition to the ecosystem as an Envoy based K8s ingress controller.
