I wanted to clarify a few things for Harbor. Based on this doc: https://docs.google.com/document/d/1IxakOhnAPjN3RFn1jYLvDCAaC_-mj3n-1StJ1CKGdkM/edit#heading=h.ag61jjitg9nt It is not ready for a vote. The 'main SIG', SIG-runtimes, has not provided a recommendation. In addition, I don't feel like I conveyed our concerns (SIG-Storage) around external dependencies clearly enough. We would not move to graduate based on our findings. We will update our DD into the consolidated document but given this document is empty, I just want to make sure we aren't jumping the gun on a vote.
