picking up this thread... I think it would help the community and SIGs work with the TOC if we align on a process and document it clearly.

In an effort to foster discussion and drive toward publishing a flowchart.  I translated Brendan's first draft into mermaid format (where flowcharts can be represented using markdown text and then rendered into graphics), then modified to add a bit more detail and adjust based on what I've observed and I've heard discussed
