I would like to nominate myself, Brian Goff, to serve on the TOC.
I am active maintainer on the Docker Engine project and one of the top contributors across the project since the beginning (@cpuguy83 on GitHub). Some of the larger pieces of Docker Engine I have worked on include the initial work around the plugin system and the overall storage subsystem, contributing not only code but also working with the community to help build these systems.
