We (Matt Klein and myself, on behalf of Envoy) would like to propose the creation of a new CNCF working group dedicated to developing the Universal Data Plane API (UDPA). 

The TL;DR is that we would like to standardize the APIs used to control data plane proxies and load balancers such as Envoy by evolving the existing Envoy APIs to meet the needs of all interested parties across the industry.

We feel that CNCF governance and stewardship for the group will provide the appropriate neutral venue to best facilitate this working group.
