This was a GB-appointed seat and the GB has selected Liz Rice today at their board meeting to take over the GB-appointed seat: https://github.com/cncf/toc/commit/eff5133c8307363efb82a029d0f66408356bcb2f

We will formally announce and discuss this at the March 19th TOC meeting with the wider community.
