[operator-wg] Operator White Paper Community Review

Hello Everyone!
As announced in the last SIG Meeting, we finished the first draft of the operator white paper and were entering the community review phase which will end on April 1st. Therefore, we opened a PR for the review, so if you like to make suggestions or add comments, please do it there. If you'd like to make larger additions, enhancements, feel free to open another PR (target branch review-draft-1) and add yourself as a contributor to the document.
