Hello everyone!

Please see this PR which updates OpenGitOps governance to Move top level power to maintainers #123.
While there are overlapping members, once that PR is merged, the OpenGitOps project will have governance independent of the GitOps WG.

Also please join us in welcoming new maintainers, and thanking emeritus maintainers, which will be up to date once Add more alumni to maintainer emeritus section #124 is merged.
