Operator White Paper open for public comments

Hello!
The Operator Working Group has created a White Paper draft that should provide the community with information about what an operator is and which problems operators could solve.
We ask you, the community, to review the paper and provide comments/suggestions/improvements by Tuesday, June 15th, 2021. We will incorporate them and finalize the initial version (PR: https://github.com/cncf/tag-app-delivery/pull/114).
